HR Outsourcing
Offer rollouts, document collection, onboarding, attendance, leave, grievances and exits as a repeatable process.
HRTailor runs HR and payroll for Bhubaneswar startups and SMEs with 5 to 100 employees. A dedicated HR Manager, a small HR team and a Cloud HRMS handle payroll, PF, ESIC, the Odisha Labour Welfare Fund, shop registration, minimum wages, onboarding and exits for teams in Infocity, Patia, Chandrasekharpur, Mancheswar and Cuttack, fully online, from ₹10,000 a month.
HR outsourcing means a specialist firm runs your people processes for a fixed monthly fee. For a Bhubaneswar company with 5 to 100 employees, HRTailor provides a dedicated HR Manager, a small HR team and a Cloud HRMS that handle payroll, PF and ESIC returns, the Odisha Labour Welfare Fund, registration under the Odisha Shops and Commercial Establishments Act, minimum wages, offer letters, attendance, leave, exits and employee queries. Bhubaneswar is growing fast: IT and services teams in Infocity and Patia, startups, healthcare and education, plus manufacturing and mining-linked businesses across Odisha. Many of these firms are hiring quicker than they are building HR, and Odisha's rules have changed sharply since late 2025, so templates copied from other states or old guides are often wrong. Plans start at ₹10,000 a month plus GST, less than one in-house HR hire. Companies above about 100 employees, or those wanting software only, are usually better served elsewhere.
Professional Tax on salaries ended in April 2026 and the Shops Act was rewritten in late 2025. Old payroll setups still get this wrong.
Infocity teams can add ten people in a month. Offers, documents and HRMS access have to keep up.
A Bhubaneswar office, a Cuttack branch and a plant site need separate records under one payroll.
Bhubaneswar employers follow Odisha's state laws on top of the central framework, and three of them changed recently. Odisha stopped levying Professional Tax on salaries from 1 April 2026, when Odisha Ordinance 02 of 2026 repealed the 2000 Act, so no Professional Tax should be deducted from salaries for April 2026 onwards. The Odisha Labour Welfare Fund does operate: shops and commercial establishments and factories with 20 or more persons pay ₹20 a year for each employee and ₹40 a year as the employer, by the 15 January and 15 July deadlines. After the November 2025 amendment, the Odisha Shops and Commercial Establishments Act applies to establishments with 20 or more employees, who apply for registration within six months of starting. Minimum wages from 1 October 2026 run from ₹478 a day for unskilled to ₹628 for highly skilled work. PF, ESIC, TDS and the four Labour Codes apply as in every state.
| Rule | What HRTailor does | Key dates |
|---|---|---|
| Professional Tax | Stops salary deductions from April 2026 under Odisha Ordinance 02 of 2026, and clears any arrears for earlier periods. | Not deducted from 1 April 2026 |
| Odisha Labour Welfare Fund | Checks whether you have 20 or more persons, then deducts ₹20 a year per employee, adds ₹40 a year as the employer share and files Form F. | By 15 January and 15 July |
| Odisha Shops and Commercial Establishments Act | Registration for establishments with 20 or more employees within six months of starting, plus registers, working hours and the Odia signboard rule that applies to all. | Within six months of starting |
| Minimum wages | Checks every role against the current rate for its skill category and applies each April and October revision. | 1 April and 1 October |
| PF, ESIC, TDS and Labour Codes | Runs the central framework, with Odisha's rules under the four Codes, on one calendar. | Monthly and quarterly |
| Odisha minimum wage from 1 Oct 2026 | Unskilled | Semi-skilled | Skilled | Highly skilled |
|---|---|---|---|---|
| Per day | ₹478 | ₹528 | ₹578 | ₹628 |
Four services, one subscription, one accountable team:
Offer rollouts, document collection, onboarding, attendance, leave, grievances and exits as a repeatable process.
Monthly salaries with the right Odisha treatment: no Professional Tax from April 2026, and the Labour Welfare Fund where it applies.
Shop registrations, welfare fund returns, minimum wage revisions and PF, ESIC and TDS on one calendar.
Attendance, leave, documents and self-service from day one, for office and site teams alike.
Choose an HR outsourcing company in Bhubaneswar on three things. First, a named HR Manager rather than a ticket queue: ask who will answer your employees' questions. Second, current Odisha knowledge: ask whether they stopped Professional Tax deductions from April 2026, whether the Labour Welfare Fund applies to you, and who registers your establishment under the amended Shops Act. A provider still deducting Professional Tax from salaries is working from an old template. Third, a full price in writing: ask what the invoice looks like in month six, not just month one. Staffing and third-party payroll firms suit companies that want workers on someone else's rolls, payroll processors suit companies that only need salaries calculated, and HRMS software suits teams with an experienced HR person. A managed HR firm such as HRTailor suits Bhubaneswar startups and SMEs with 5 to 100 employees, from ₹10,000 a month plus GST.
| Type of provider | Best for | What you still do yourself |
|---|---|---|
| Staffing or third-party payroll firm | Putting workers on another company's rolls | Day-to-day HR for your own employees |
| Accountant or payroll processor | Calculating salaries only | Registrations, letters, employee issues, exits |
| HRMS or payroll software | Teams with an experienced HR person | Running payroll, filings and employee work |
| Managed HR (HRTailor) | Startups and SMEs with 5 to 100 employees | Approve payroll and make people decisions |
