Best HR Outsourcing for Startups in India 2027: How to Choose

Choosing an HR outsourcing setup for a startup in India in 2027

Last Updated on October 29, 2026 by Abhijit Divekar

Short answer: HR outsourcing means paying an outside team to run your payroll, statutory compliance, HR policies and employee paperwork. For an Indian startup in 2027, the best setup depends on headcount. Under 10 people, payroll software plus a part-time HR expert is usually enough. From 10 to 100 people, a virtual HR or full HR outsourcing partner usually costs less than an in-house HR hire, because PF, ESIC, POSH and gratuity rules start to apply.

What is HR outsourcing for a startup?

HR outsourcing for a startup is an arrangement where an external HR firm handles some or all people work on the company’s behalf: monthly payroll, PF and ESIC filings, Professional Tax, offer and appointment letters, HR policies, onboarding and exits. The founder keeps decisions on hiring and pay, while the partner does the processing and keeps the company compliant. Many founders handle HR themselves until the team nears 10 people, when ESIC, gratuity, maternity benefit and POSH rules begin to apply, or until the first missed deadline brings a notice. Outsourcing at that point gives a startup access to experienced HR people without paying a full-time salary, and it spreads the risk of one person leaving.

Which HR outsourcing models can a startup choose from?

There are four common models in India. Most startups move through them as they grow.

Model What you get Fits best when Watch out for
Payroll software (for example greytHR, Keka, Zoho Payroll, RazorpayX Payroll) Salary runs, payslips, PF and ESIC reports 1 to 15 people, with someone in-house to check outputs The software calculates; it does not own filings, notices or policies
Freelance or part-time HR consultant Policies, letters and a few hours of advice a month Early teams with simple needs Depends on one person, with no backup in busy months
Virtual HR or full HR outsourcing partner A named HR expert plus payroll and compliance handled end to end 10 to 100 people, or teams in more than one state Check which filings and states are included in the fee
In-house HR hire A full-time person in your office Usually 50 people or more Salary, software and training costs, and one person cannot cover everything

If you hire outside India or employ people in India without an Indian company, you need a different model. Our guide to HR outsourcing vs PEO vs EOR explains when each one fits.

How much does HR outsourcing cost a startup in India?

HR outsourcing in India typically costs ₹15,000 to ₹75,000 a month, depending on headcount, the number of states and how much HR work is included beyond payroll. For teams of 10 to 100 people, outsourcing usually costs well under half of building an equivalent in-house HR function, once salary, employer PF and ESIC, software and office costs are counted. The table below uses the market ranges from our HR outsourcing cost guide (updated September 2026).

Team size In-house HR cost per month Outsourced HR cost per month Typical saving
10 to 20 employees ₹55,000 to ₹75,000 ₹15,000 to ₹30,000 45 to 73 percent
21 to 50 employees ₹75,000 to ₹1,25,000 ₹25,000 to ₹50,000 40 to 67 percent
51 to 100 employees ₹1,25,000 to ₹2,00,000 ₹45,000 to ₹80,000 36 to 64 percent

These are market ranges, not a quote. Ask every provider for a written monthly fee for your exact headcount and states.

Which rules change the decision going into 2027?

2027 is the first full year under India’s four Labour Codes, which came into force on 21 November 2025. Five points matter most for small teams:

  • Appointment letters for everyone. The OSH Code requires a letter of appointment for every employee.
  • Wages must be at least half of pay. Under the Code on Wages, allowances above 50 percent of total pay are added back to wages, which raises PF and gratuity costs on many salary structures.
  • PF ceiling of ₹25,000 a month since 17 September 2026, so more of your team falls under PF once you cross 20 employees.
  • ESIC from 10 employees, for staff earning up to ₹21,000 a month.
  • POSH Internal Committee from 10 employees. It is mandatory, not optional.

Each of these is easy to miss with software alone. See the HR compliance checklist for startups 2027 for the full list by headcount.

How do you choose the best HR outsourcing partner for a startup?

Ask every provider the same seven questions and compare the answers in writing:

  1. Who is my named HR contact, and how quickly do they reply?
  2. Which filings are included: PF, ESIC, Professional Tax, Labour Welfare Fund and TDS on salary?
  3. Do you cover every state where we have employees?
  4. Have your offer letter and policy templates been updated for the Labour Codes?
  5. Is the monthly fee fixed, or does it change with headcount or payroll runs?
  6. What happens to our data and records if we leave?
  7. Can you set up a POSH Internal Committee when we reach 10 people?

A longer version is in our HR outsourcing partner checklist, and a list of established providers is in top HR outsourcing companies in India.

What goes wrong when startups outsource HR?

  • Buying software and assuming compliance is done. Someone still has to file returns, check outputs and reply to notices.
  • Waiting for the first notice. PF, ESIC and POSH duties start on a headcount trigger, not when you register.
  • Using old templates. Offer letters and policies written before November 2025 may not reflect the Labour Codes.
  • Choosing on price alone. The cheapest plan often excludes Professional Tax, Labour Welfare Fund or exits.
  • No exit process. Full and final settlement, relieving letters and gratuity are where most disputes start.

When is it the right time for a startup to outsource HR?

The clearest signs are reaching 8 to 10 employees, hiring in a second state, a founder spending more than a few hours a week on payroll and paperwork, or receiving a PF, ESIC or tax notice. Any one of these usually means the cost of outsourcing is lower than the cost of the founder’s time and the risk of a penalty.

Frequently asked questions

When should a startup outsource HR?

Many startups outsource when they reach about 10 employees, because ESIC, gratuity, maternity benefit and POSH rules begin to apply at that size. Some outsource earlier, as soon as they run their first payroll.

Is payroll software enough for a 10-person startup?

Software handles calculations, but it does not set up a POSH committee, write policies or reply to a PF or ESIC notice. At 10 people, most teams need human HR support alongside software.

Is HR outsourcing cheaper than hiring an HR manager?

For teams under about 100 people it usually is. Market ranges show outsourced HR at ₹15,000 to ₹80,000 a month against ₹55,000 to ₹2,00,000 for in-house HR.

Can an outsourced HR partner handle employees in several states?

Good partners can, but Professional Tax, Labour Welfare Fund and Shops and Establishments rules differ by state, so confirm each state is covered before you sign.

What is the difference between HR outsourcing and payroll outsourcing?

Payroll outsourcing covers salary processing and statutory deductions only. HR outsourcing also covers policies, letters, onboarding, exits and HR advice.
